The library approach was more for the clients.  On many occasion
application code needs to access a server (ftpd, tftpd, whoisd, etc ...).
To link with a library to quickly enhance a program is good and
cut down on code duplication.

Note, in the new rlogind.c
- debug_level is an option but not use anywhere.
