whois is already part of inetutils and it is from:

Although, it was not updated to the newest, it was base on what you
sent us way back, you are more then welcome to update it,
I think you have already read/write acess to the repository.

The assignemt papers are in, this was one of the reason we could
let inetutils-1.4.0 go.  Must of the assignements paper are done now.

BSD code.  Unless we can get that code assigned (assuming he used a
reasonable amount of the older code), we shouldn't use it.
