I would suggest that hostnames should be considered to be encoded with 
the encoding of nl_langinfo(CODESET). All routines taking hostnames 
should then apply IDNA to their parameters; those taking flags (e.g. 
getaddrinfo) should provide a flag to suppress IDNA.
