This is wrong, copyright assignment is done for all GNU packages, it
doesn't matter if it is a "base package" (I assume you mean something
like gcc, glibc or coreutils).  Assigning copyright to one entity is
important, since you won't have to start hunting down people that
wrote various parts (see the mess Mozilla had when they wanted to GPL
their code) when you for example get into some legal trouble;
copyright infrigerment might be one example.

   I assume inetutils has to assign copyright; but are you sure a
   separate "GNU nfsd" package would need it too?

Yes, all packages that belong to the GNU project have their copyright
assigned to the FSF (not really true, there are a few odd balls
around, but they tend to have "good" reason of why they haven't
assigned their copyright to the FSF).  See (standards.info)Legal
