   copyright assigned to the FSF, but some packages (including
   inetutils) have code taken from other sources as per non-copylefted
   (BSDish) license.

   When some code is not copylefted, it's ok to use it for a GNU
   package without assigning copyright?

This is beacause with the BSD license you can do whatever you want
(aslong as you keep the copyright notice).  You can't do that
with an copyleft license.
