In that case,  the elimination of "/tmp/" is in violation of FHS,
thus is an equally absurd setting. Personally I find it a riddle
how NixOS is able to test anything reliably when not providing
a writable "/tmp/". There must be thousands of software archives
that need such a resource. The standard, as far as I recall, is that
"/tmp/" must be provided as fall-back for any software that does
not acknowledge the use of an environmental variable TMPDIR.
