[Bug-librejs] Universal Permissive License

The FSF has approved the Universal Permissive License as a free software license. It should probably be added the LibreJS. The UPL is especially good for _javascript_ because it allows use of the license without including a full copy of the text, so the size of the _javascript_ files can be minimized.
