i looked into this a bit today - this is not a property of the browser
extension but is controlled by the 'ui.popup.disable_autohide' user
setting in about:config - i think it is possible for the WebExtension to
toggle this switch programmatically but the setting is global and
persistent and would most likely annoy more people than not - when this
setting is enabled only the <ESC> key will dismiss the panel of any
browser extension

probably the best solution for taking an occasional screen-shot is to
manually set 'ui.popup.disable_autohide' to TRUE in about:config
