[bug-libunistring] libunistring 0.9.6 second release candidate

The second release candidate of libunistring 0.9.6 is now available at:

This incorporates only a couple of changes since the last time: the
timeout adjustment for expensive tests and uN_strtok fixes for multibyte
delimiters.  I hope to release it as 0.9.6 in next week.
