When you can upgrade to 2.5 or 2.6 someday, it's possible to use a combination
of \pageBreak and \header {breakbefore=##t } to fully control page breaks.
You can experiment with
\override Score.SeparationItem #'padding = #0.7
(where 0.7 is a value which you find by experimenting), to get the right
number of systems per page.
