Actually, tuplets can start with a \tempo mark. It is just at the very
beginning of a
piece that you have to use \new Voice in that case. Otherwise the implicit
creation of
the voice will mess up things: The implicit voice will only be created when
c'2 is
encountered, so the voice does not have the beginning of the tuplet, but
the timing
engraver -- living in the score context -- will still detect the tuplet.
