This aspect of the 1285 fix (listening to 'space) did not make it into the 2.13.38 alpha release, judging by its behavior. That is, { \clef bass \repeat unfold 25 {s1 \break} } still squeezes staves on first page 8 staffspaces apart ('minimum-distance) while the second page is spaced at 12 ('space). I will assume the change will come in a future release, and until then continue the workaround of copying 'space to 'minimum-distance : \paper { page-breaking-system-system-spacing = #'( (space . 12) (minimum-distance . 12) (padding . 1)) }
