Any references from the main text to those bib files will use those  
indexing terms.  They're not sacrosanct, but if you change them, you might  
need to change stuff elsewhere to match, and you need to make sure that you  
change them to a format that bibtex still understands, etc etc.  When  
you're dealing with a system that nobody really understands (like our build  
process), it's silly to try changing more than one thing at once.  Change  
the way those indexing terms are displayed.  Get that reviewed and pushed.   
And then, if you really want, go ahead and change the terms themselves.
