good question; I have no clue at the moment.  My first guess is that the  
link was showing up as "The set command" in the xref-liked @ref{}, whereas  
I wanted it to show up as "The \set command".

There's probably more info on the -devel list from Feb 2010, but if you'd  
rather just mark this invalid, I wouldn't complain.
