At least one user (after prompting by me) seems to want the "gravity"
strategy:

What happens if I want the old behaviour? Do I have to move the
Dot_column_engraver back to the Staff context and forgo the
improvements in more complicated situations?
Yes, unless and until we implement the originally-proposed strategy, where
Dots from different voices first align independently, but then snap to a
common column with Dots from other voices that are nearly in the same
vertical line anyway.
Since this is a request for a better solution to the original problem, and
the provided example is (for purposes of dots) a minor variant of the
original example, I suppose we re-open the issue.
The following example looks plain weird. I've never seen any
hand-engraved music align dots like this.
