Well, it would appear that the bug list server removes the attachments
for some reason: my personal copy (not sent via the list) contained
them.
However the "bug report" is utterly useless:
Version 2.16.2 and 2.17.95 do not compile correctly
staffs are are not separated as specified.
Sorry for the long annex, but it’s difficult for me to isolate the
bug. Suspect it is in the type of fractions used with the feature
“times”.

Then in the next mail:
All previous versions didn’t work. See annexes.. Please, try to
compile rebel_elemens_score.ly and see what happens...
A 9 page score comes out. It is totally unclear what was expected for
what reason and where the output differs from expectations.
So far, even with the files available, this is not a bug report but a
riddle. "All previous versions didn't work" is also totally unhelpful
since it is unlikely that this file was tried with LilyPond 1.0.
Without a description of what was expected and what happened instead,
and _why_ it is not possible to demonstrate the problem with a smaller
score than that, there is not much we can do.
