I should have been more precise: it’s only _negative_ Y-offset values that remain without effect, which is a pity, since dynamics overlapping with staff lines are the biggest point about using the function at all. After reading the issues you pointed to – from which I couldn’t now draw information in respect to this particular problem – I also checked the 2.19.16 IR DynamicText page <http://lilypond.org/doc/v2.19/Documentation/internals/dynamictext>, and the only property that might be relevant is Y-offset, correct me if I’m mistaken. DynamicText isn’t aligned to anything vertically.
However, I’ll post the question to ly-user then.

alignment/offset has changed.
