This looks like the tool we use to convert the Texinfo documentation (texi2html
1.82) does not support the syntax used to start numbering at 0. It’s a known
issue that we’re using an ancient version of an ancient tool, but for various
reasons, migrating to the new tool is not easy.

Right. That one could be fixed with a trivial edit. Would you be willing to
submit a fix yourself? All you need to know is explained at
https://lilypond.org/doc/v2.23/Documentation/contributor/working-with-source-code
Someone else can do this too, but in case you are generally interested in
contributing to LilyPond, fixing a typo is a great way to learn how the
contributing process works.
