What is the reason for this?

To me, it seems to be causing more problems than it solves, also probably most/all must have usim.ini . Open to discussion naturally.

What is the reason for this? Can you invent a way to disable it?

I let ams to reply also for the reason but I also think it makes sense, since sometimes usim just halts (illop) and we have no idea what happened. Sure it can be done in various ways, disabled by default, disable by option, other alternatives etc.
