Well, $(sysconfdir)/apop, but yeah. Okay - I can let make take care
of the expansion, then. I guess that also allows 'prefix' to be
overridden after './configure' and still work.
I think for now I'm not going to allow the base to be overridden (it
becomes either apop.db or apop.passwd as appropriate, and I think
overridding part of the filename doesn't make sense)
