[bug-mailutils] autogen.sh not executable(from Rich)

Did not realize that you have to be a member to post to bug-mailutils.
Is this a new setting to cut down on spam ?

Below, Rich is complaining about autogen.sh
Is CVS saving the permision(rwx) ?  do not recall.
