Are you sure you're using 3.81beta1? There was definitely a bug like
this in 3.80 but when I use the latest it gives me this:
>>KEEP SMILING<<
>>KEEP <<
That extra space is strange, I guess, but you do get the KEEP.

This is correct. See the GNU make manual definition of what ifdef does.
