[bug #16002] rc1 always rebuild Linux kernel sources (even after a just completed compile)

Follow-up Comment #1, bug #16002 (project make):

The kernel 2.6 build environment is relying on an incorrect behavior of GNU
make which was fixed in the latest rc1.  We're trying to determine what to do
about it now.
