Details:

I keep getting the following type of warnings:

make: Warning: File `Makefile' has modification time 0.076 s in the future

   together with:

make: warning:  Clock skew detected.  Your build may be incomplete.

The code should be changed to suppress warning about such errors if they are
less than 1 second.
