Maybe in some other "*make" program, but not in GNU make.  To quote
the info pages:
   For the append operator, `+=', the right-hand side is considered
immediate if the variable was previously set as a simple variable
(`:='), and deferred otherwise.

> Variable does not know what way it was assigned.

They do in GNU make.  Note that += isn't standardized.
