[bug #37307] Update gettext macros used within GNU make' autoconf script

Follow-up Comment #6, bug #37307 (project make):

The macros in question do not come from autoconf. They come from gettext and
if you do not set the minimum version within configure.ac to 0.17 or newer the
appropriate macros will NOT be included in the distfile. Simply having the
correct version of gettext installed when the distfile is being generated is
not enough. The version in configure.ac HAS to be bumped up.
