Details:

As part of a refresh of the https://sourceforge.net/projects/gnv/ project, I
am working on getting the GNU Make up to date.

The GNU Make in the GNV project has been modified to expect to run under a
Bash shell among other things.

I would like to get this fork merged back into the main project.

Also GNU Make 4.0 is not currently building on VAX/VMS 7.3 and I would try to
resolve this as part of this merge.
