Hartmut Becker wanted to change the name of the test_make.com script and 
put it in the tests directory.

I would like to eventually move all the VMS specific code and scripts 
into a vms subdirectory.

I have Git on cygwin and am NFS serving the directory to the VMS systems 
used for development.

I am away from those systems until this weekend though.
