Follow-up Comment #1:
GNU make, like all GNU tools, adheres to the POSIX standard to specify i18n
information. This standard doesn't recognize the LANGUAGE environment
variable as having any special significance.
You can use either the LANG or LC_ALL environment variables, or choose
individual localization settings with other LC_* variables.

If this doesn't work for you please post a new comment. However, note that
i18n support is all implemented with libraries below GNU make; if it doesn't
work there's actually not much GNU make can do about it: it's a bug in some
other library. It might be best to ask on the address@hidden or similar
mailing lists to figure out how to set up i18n as you expect.
