Details:
This request is for a command-line option to load plugin libraries.
* Any plugins specified on the command-line would be loaded before any
user-controlled makefiles
* I could see arguments either way for loading them before or after any
"default" rule files. I'm not certain which I would be in favor of.
If the callback interface I mentioned in https://savannah.gnu.org/bugs/?44442
were implemented, this would also be a convenient mechanism to allow us to add
custom command-line arguments.
