This has already been fixed in the current Git version...


$ make --version | head -n1
GNU Make 4.1.90

$ make -j4
make t1
make[1]: Entering directory '/tmp'
make -j2 t2
make[2]: Entering directory '/tmp'
make[2]: warning: -jN forced in submake: disabling jobserver mode.
t2
make[2]: Leaving directory '/tmp'
make[1]: Leaving directory '/tmp'
