I think you overlooked the reference to ".POSIX target":

$ cat Makefile                                                         
.POSIX:
$ gmake -pq | grep ^CFLAGS 
gmake: *** No targets.  Stop.
CFLAGS := -O
$ gmake --version
GNU Make 4.2.1
...
