$ cat makefile 
MAKEFLAGS+=--warn-undefined-variables
.SECONDEXPANSION:
hello: $$(shell echo world;)

$ make hello
makefile:7: *** unterminated variable reference.  Stop.

Parser treats ; as a recipe delimiter and # as a comment delimiter.
