Follow-up Comment #5:

I'm going to close this for now.  We will see how things go throughout the
rest of the testing to see if this is a serious problem or not.

I verified that the docs don't make any explicit guarantees about this, and so
I updated them to be more clear about the behavior and I also added a note to
the NEWS about this change.
