Thank you very much for your bug report.

There is a bug in 'makefile.in'. Between lines

## Start of system configuration section ##

and

CFLAGS = @CFLAGS@

there should be the following line:

CC = @CC@

Unfortunately, in Debian GNU/Linux 2.2 for i386, under which I tested
MARST, this bug is not critical, i.e. 'make' works correctly.
