That would be a combination of changes to existing code and possible
standalone pieces. For the former - that depends on how large the changes
are. Other than scattered small changes, I would expect a port to VMS
would include build scripts and a terminal driver which would be entirely
new files.
It is possible to incorporate a standalone piece which is released under
terms equivalent to the copyrights currently in ncurses.
