hmm - judging by the picture, that seems to be a non-X console.
If your locale is UTF-8, generally the system initializes the Linux console
into its UTF-8 mode. In that mode, it doesn't recognize vt100-style
line-drawing. ncurses 5.4 checks the $TERM for "linux" and will work around
this problem. If your $TERM is something that doesn't contain "linux" in the
Linux console in that situation, you'd get something like that on the screen.

I don't see the distribution in the note above - Redhat's copy of slang
has been patched to do something for UTF-8 - perhaps you're seeing that.
