You don't list the "many things" that you tried.  The configure scripts
assume things about the names of the cross-compilers that may not be true in your configuration. This is what I made to test cross-compiling with, for example:

# $Id: cfg-djgpp,v 1.3 2004/01/20 23:32:19 tom Exp $
# configure to cross-compile ncurses for djgcc
# TODO: can I make it build with gnat?

# I should put $TOOLS/bin in the path (as does "with-djgpp"), but that's
# clutter.

# autoconf 2.5x AC_CHECK_TOOL looks for the "$TARGET-" prefix.
# autconf 2.13 does not.
export AR=$TOOLS/bin/$TARGET-ar
export RANLIB=$TOOLS/bin/$TARGET-ranlib
export LD=$TOOLS/bin/$TARGET-ld

# autoconf would not guess this:
export CC=djgcc
export CXX=djgpp

configure \
        --with-build-cc=gcc \
        --host=$TARGET \
        --target=$TARGET \
