What problem do you have? I may help you.

Writing Japanese in Texinfo format itself is easy, but makeinfo is no
good for Japanese, unfortunately. I've heard that the effort to
internationalize texinfo is on-going and it is not determined yet
how to specify languages in a texinfo file. So, in the GNUjdoc
Project, of which I was the maintainer, we use GNU Emacs or XEmacs
with MULE support to format Japanese texinfo files, as a temporary
solution.

If you want, I can arrange the Japanese texinfo support in GNUjdoc for
Parted and send the patch to you. I guess that wouldn't be very elegant
or happy, though (because that's a dirty hack, after all).
