partitioning hard drive

Greetings

My problem is that I have a Dell Pentium Pro 200 computer purchased in 
1996.  The hard drive that I ordered with the system was a 3.2 gig.  I had 
a friend install a Maxtor 40 gig 7200 to make available additional 
storage.  He installed the hard drive alright but the system reads it a an 
8 gig hd.  He said that he tried to partition it with partition magic 6, 
but, wasn't able to get it to recognize the 40 gig drive.  Consequently, I 
downloaded your GPL from tucows to have a go at it.
	 Am I on an unsolvable mission unless I upgrade CPU and motherboard, or is 
there a way.  Incidentally, if your software can be used, what should I use 
to install it.  It has been some time since I unloaded tar files.  Your 
assistance is appreciated!
