AFAIK they were never part of the kernel, only some distro applied the
relevant kernel patch that basically generated more problems instead of
solving the original one. In unlucky cases one can corrupt data by
"innocent" commands thus not many utils use it. See e.g. the 'conflicting
block ioctls' at
