Hope this helps

//sbin/parted -s /dev/scsi/host0/bus0/target9/ print
Warning: Unable to open /dev/scsi/host0/bus0/target9 read-write (Is a directory). /dev/scsi/host0/bus0/target9 has been opened read-only. You found a bug in GNU Parted. Please email a bug report to address@hidden containing the version (1.6.3), and the following message:

Assertion (dev->length > 0) at linux.c:706 in function init_file() failed.

That's not a bug. You're didn't give it a valid device. Try:

parted -s /dev/scsi/host0/bus0/target9/disc print
