Static binary

A parted boot disk is mentioned in the manual. I removed that part as
it is too much hassle updating and no longer necessary with all the
rescue disks. I suggest a better approach instead that enables everyone
to use the latest-and-greatest version of Parted:
There is a program named 'statifier' that creates static binaries from
dynamic ones. It works great, and I tested it on Parted, too. The only
crux is that the resulting binary is 2.2 MB (standard configure) and
therefore too big for a floppy disk. However, with compression one gets:

904K parted.static.bz2
954K parted.static.gz

UPX, the executable compressor, might suffice therefore, too.

I propose distributing a static binary on ftp.gnu.org with every
version.
