My two cents:

Gnus manual uses “she” without any issue, and that binds really neatly
with the funny tone of the work: most of uses ends up being about adminsys
and other positions where women are already so underrepresented that it is
necesseraly funny, and looks like denouncing that state of fact in a light
manner.

Additionnally as everything within GNU uses texinfo, it wouldn’t be really
difficult to make @person @per @pers macros that the user / distro could
configure at compile so that to agree with chosen tastes or guidelines or
widest usage across the distribution manuals. It could be by default
“she” or “per”, and be configurable otherwise.
