[Bug-sysutils] [PATCH] add support for expiry check in passwd

Hello,

Here is a patch that implements the -k or --keep-tokens option to the
passwd program.  The idea here is that the passwd program will not ask
the user for a new password unless it has expired.  The option name
"--update-if-expired" has been chosen because the "--keep-tokens" name
is too uninformative.  Support for --keep-tokens is kept for
compatibility purposes but it is hidden.
