No, you're correct. sysutils currently doesn't cope correctly with the
lack of shadow passwords. When I started out I decided that it's insane
not to use them. However, it seems that for compatibility with some
insane old systems we might have to support them anyway.
My suggestion is that we ignore non-shadow systems for now. While it
might cause problems in the long run (have to post-engineer isn't all
that fun), I find it a better alternative than pushing a first working
release further into the future. Let's get sysutils production ready,
and deal with broken systems later. There are enough things to be fixed
anyway.
It is in the TODO-list though =)
