I've just tested CVS tar to see how it behaves on filenames that
are too long for V7 archives.

I see a diagnostic has been added.  But it is just a warning that
is the file is not dumped, and tar exits with $? = 0.

Wouldn't it make sense to turn this into an error?  Not being
able to dump a file seems bad enough to warrant an error.
