[Bug-tar] exclude-from-file excludes all if blank lines are in the file.

Using tar (GNU tar) 1.13.25

.ignore contains 2 files names *and 3 blank lines*.
Tar launched from the shell in /home/bru/.

tar cpz /home/bru/test.xml -X /home/bru/.ignore -f foo.tgz
=> doesn't backup anything (no error messages.)

tar cpz test.xml -X /home/bru/.ignore -f foo.tgz
=> OK

Just some blank lines in the exclude file means "excludes
everything !"

Should be corrected or documented.  Searching on Google, I
havent find any warning about this.
