That is not a tar error, but a crash due to cygwin running out of Windows
resources.  You are better off asking about this on the cygwin list, since
there is nothing tar can do about it.  There are also known buggy drivers,
such as some virus scanners, that interfere with proper cygwin operation
on Windows, and exacerbate how often crashes like this occur.

On cygwin, /bin/sh IS /bin/bash.
