You can configure info to work any way you want (see below).

Sorry, man does not highlight anything, nor does it contain any
searching or cross-referencing capabilities. You are probably referring
to your pager program, which is a different thing.

As I said, you can easily reconfigure info to work much the same way
less does. Moreover, its documentation (not a man page, of course),
contains detailed instructions on how to do so:

It suffices to copy-n-paste the proposed .infokey contents and run
infokey.

I don't find anything strange that it stops at the end of a logical unit
of text.
